Summary: The Army Civilian Readiness and Talent Management Alternate Project Manager provides critical support to the Project Manager in overseeing and executing talent management and readiness initiatives for the Army's civilian workforce. This role serves as a deputy, assisting with project planning, coordination, and the day-to-day operations of key readiness and workforce development programs. The Alternate Project Manager ensures continuity of leadership in the absence of the Project Manager and contributes to strategic decision-making, helping to align talent management initiatives with the Army's mission.
Responsibilities
Essential Job Functions: - Support the Project Manager in overseeing all aspects of talent management and readiness projects, including planning, resource allocation, and monitoring project progress to ensure timely execution.
- Serve as a point of contact for the Project Manager, ensuring that communication is maintained across teams and with leadership. Represent the Project Manager in meetings and decision-making processes when required.
- Oversee program to increase readiness of Civilian workforce and develop, implement, and institutionalize Army Civilian talent management across its four core functions - acquire, develop, employ, and retain.
- Provide oversight and guidance for all personnel assigned to the TO, performance of work, and compliance and quality control.
- Provide analytic, advisory, management, and administrative support to all activities as necessary.
- Conduct bi-weekly program reviews with client.
- Travel to Washington, DC and Chicago, IL as required.
Qualifications
Necessary Skills and Knowledge: - Extremely knowledgeable in Army Staff operations including talent management life cycle areas (acquire, develop, employ, and retain)
- Extensive knowledge of the Army talent management initiatives, strategic planning, workforce development, employee engagement, leadership development, career programs, marketing, graphic design, and data science, analysis, and reporting.
- Strong understanding of talent management strategies, workforce planning, and civilian workforce development.
- Expertise in project management methodologies, including Agile or other frameworks.
- Excellent leadership, problem-solving, and decision-making skills.
- Strong communication and interpersonal skills to collaborate with cross-functional teams and stakeholders.
- Ability to manage multiple priorities in a fast-paced, complex environment.
Minimum Qualifications: - Master's degree and five years of experience supporting the Department of Defense. In lieu of a master's degree, 10 years' experience supporting the Department of Defense and a bachelor's degree.
- Project Management Professional (PMP) certification
- Secret Clearance
