Exempt positions are exempt from civil service laws and rules; therefore, individuals are not required to take an examination prior to appointment.

Under the general direction of the Staff Services Manager (SSM) II in the Human Resources Branch, the Workforce Diversity Specialist (Exempt)  is responsible for the development, coordination, and implementation of initiatives and activities to recruit and retain the employment of individuals with intellectual and developmental disabilities (IDD) in the Department of Developmental Services (DDS). The position will support and maintain a diverse workforce with the necessary language and cultural skills to support DDS in its mission to provide Californians with IDD the opportunity to make informed choices to achieve their goals.

This position is eligible to participate in DDS’ hybrid telework schedule. Participation in telework is subject to DDS’ guidelines.

Special Requirements

A  Statement of Qualifications (SOQ)is required and is a narrative discussion of the candidate's education, experience and/or training that would qualify him/her for this position, related to the Minimum Qualifications, Knowledge and Abilities, Special Personal Requirements, and Desirable Qualifications. T he SOQ must be typed in 12-point Arial font, single spaced, and be no more than two pages in length.  A resumé and/or cover letter  do not take place of an SOQ . Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Knowledge of the DDS, DOR, and/or other programs for individuals with IDD.
  • Knowledge of personnel management and state employment rules and best practices, with a focus on the employment of persons with IDD.
  • Ability to communicate effectively in a professional, tactful, respectful manner with individuals from varied experiences, perspectives and backgrounds.
  • Ability to provide excellent customer service to both internal and external customers in a professional manner with integrity and respect.
  • Experience in developing, implementing, and evaluating employee recruitment and support programs and strategies, with a focus on the employment of persons with IDD.
  • Experience in Workforce Development and Succession Planning processes, including developing and implementing strategies and initiatives.
  • Ability to assist in planning, organizing, and evaluating training programs.
  • Demonstrated capacity for professional development; willingness and ability to accept increasing responsibility.
  • Ability to take initiative and work independently.
