I. DEPARTMENT OVERVIEW
The Real Estate Department is accountable for all aspects of all real estate situated within Lucas County, Ohio, including but not limited to: collection, verification and distribution of data by residential and commercial appraisal staff

II. POSITION SUMMARY
Assist the Residential Appraiser Managers and the Director with all aspects of valuation of residential property located within Lucas County and provide any other related information in a manner that merits the highest degree of confidence within the Real Estate Department. An Ohio Licensed or Certified Appraiser must be proficient in the duties outlined in Section III and meet or exceed the expectations outlined in Section V.

Responsibilities

III.ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Represent the Lucas County Auditor's vision by providing the taxpayer with responsive, consistent and effective service
2. Perform various types of field and office research to support appraisal and Board of Revision
3. Perform valuations of residential properties as assigned by the Manager or Director
4. Complete the preparation and/or review of property appraisals, which may include:
a. Interviewing property owners
b. Inspecting and measuring structures
c. Documenting property details via thorough notes and photography
d. Researching and preparing area/neighborhood analysis
e. Conduct various types of research in regard to comparable sales (Interviewing brokers, agents, bankers and private sector appraisers)
f. Completing market analysis and any of the three approaches to value as required by your state held credential (license/certification)
g. Assist with any other duties within the Lucas County Auditor office that are assigned from time to time
5. Assist in research and development of improving the residential CAMA systems
6. Assist in research and development for improving real estate valuation models of various classes of property, including market, income and cost approaches to value

7. Prepare and review appraisals of complex properties (complex assignments to be reviewed by Certified credential Manager or Director)
8. Assist commercial appraisers with commercial properties (commercial assignments to be reviewed by Certified General Manager or Director)
9. Performs various types of field and office research on appraisal issues
10. Assist Residential Appraiser Manager with reviewing all types of work of all appraisers in lower classifications: Unregistered Appraisal Assistants and Registered Appraisal Assistants
11. Assist in other areas of office management as assigned by the Manager or Director

Qualifications

IV. MINIMUM REQUIREMENTS
1. Hold an active Ohio License or Certification as granted by the Ohio Division of Real Estate
2. Associate's degree or eight (8) to ten (10) years of real estate related experience
3. Ability and willingness to work outdoors in all seasons, which may include construction areas
4. Must have a serviceable vehicle available for work related travel (mileage reimbursed) and must continuously maintain liability insurance coverage (personal expense)
5. Must possess and maintain a valid State of Ohio driver's license and maintain acceptable driving record. No reprimand/discipline for one (1) year prior to applying

7. Ability to manage time and ability to communicate with management when work cannot be completed on schedule in accordance with office policies, procedures and deadlines established by management

Major Skill Competencies Required:
1. Ability to provide valuation analysis and explanations independent of supervision
2. Ability to learn and master the use of required hardware and software for job functions (PC, tablet, cameras, sketch software, etc)
3. Ability to demonstrate proficiency in the appraisal work assigned by the Residential Appraisal Manager
