Plan, assign, and supervise the operation of water treatment facilities. Oversees/maintains compliance with all California regulations governing water treatment plant operations including: the Authority's Water Supply (WS) Permit; Surface Water Treatment Rule (SWTR); Disinfection Byproducts (DBP) Rule; and Groundwater Rule requirements. Assist the Director of Water Quality in planning, assigning, and supervising the activities of the Sweetwater Authority (Authority) Water Quality Department. Supervision Received/Exercised :

General supervision is provided by the General Manager or Assistant General Manager. Direct supervision is provided by the Director of Water Quality. Responsibilities include direct supervision of the Water Treatment Plant Operator Supervisor. In the absence of the Director of Water Quality, and when assigned, will provide direct supervision of the Authority's Water Quality Department staff. Examples of Duties/Responsibilities

Supervise staff: Establish and advise staff of performance requirements; ensure that employees follow policies and procedures; provide support, mentoring, and coaching for performance improvement and development; observe and document performance; prepare supporting documentation and write performance reviews; conduct performance review presentations; recommend employee recognition and disciplinary action, up to and including termination, in accordance with established personnel rules, policies, and labor contract provisions. Manage the Water Quality Department and make decisions relating to water quality in the absence of the Director of Water Quality. Serve as "Chief Operator" for the Water Quality Department in the absence of the Director of Water Quality as defined by the State of California. Serve as "Shift Treatment Operator" as required for the Water Quality Department as defined by the State of California. As directed, reviews and signs the State Water Resources Control Board-Division of Drinking Water (DDW) monthly report and Regional Water Quality Control Board National Pollutant Discharge Elimination System (NPDES) discharge reports. Serve as Incident Commander (IC) and ensure that chemical or hazardous material spills are handled in accordance with State and Federal regulations. Prepare and maintain records regarding the operation of water treatment facilities and water quality of source water, treated water, distribution system, and a variety of reports, correspondence, and special studies. Review and recommend revisions to policies and procedures, as required, to maintain workforce health, safety, and compliance with the Authority's safety and organizational procedures. Maintain surveillance of the operating efficiency of filtration processes, flow rates, and chemical treatment methods. Maintain daily control and oversight of water treatment facility processes; handling routine and non-routine operational challenges that may affect system water quality and quantity. Suggest and implement methods of improving plant efficiency. Oversees chemical and physical process monitoring related to the operation and maintenance of the Authority's water treatment plant facilities. Develop strategies to continue meeting and exceeding current and proposed federal and state laws regulating safe drinking water. Respond to requests for information and complaints involving water quality matters. At the direction of Management, interface and attend meetings with the DDW and the Regional Board to discuss water quality and regulatory compliance issues. Assist in the preparation and administration of capital and operational plans and budgets. Assist in the development and implementation of departmental goals, objectives, policies and priorities. Ensure staff is trained. Maintain a positive, healthy, and safe working environment. Plan, prioritize, assign, schedule and supervise employees in the operation of water treatment and distribution system facilities in accordance with State and Federal regulations. Monitor resources and requisition supplies and materials; prepare cost estimates, and assist in the development of equipment specifications. Perform administrative activities including preparing and approving reports, monthly activities, statistics, and daily and monthly plant flows; provide written and oral reports as required. Develop and maintain records related to compliance with state and federal regulations. Coordinate distribution system storage facility maintenance to ensure adequate storage. Meet with staff (including staff from other departments) to provide input from an operational perspective on modifications, enhancements, and potential problems related to operations. Supervise and participate in the implementation of new treatment techniques to ensure compliance with all regulations involving water quality parameters. Monitor safety training and safety procedures to ensure compliance with state, federal, and Authority requirements. Maintain shift log and record meter and gauge readings. Operate pumps, valves, gates, engines, electric motors and other related flow, pressure control and storage facilities to control and adjust flow and treatment processes. Maintain and adjust system flow, pressure requirements, and control flows to meet consumer demands, including fire flow. Wash filters. Collect samples and perform routine laboratory tests and analyses. Review and revise operational methods within current procedures and guidelines and implement modifications. Develop and maintain standard operating procedures, and reports as required. Diagnose operating problems and take remedial actions; perform quality control and process functions to ensure adherence to safe working practices and procedures. Prepare related work orders to resolve performance problems. Requisition supplies or materials. Prepare cost estimates, specifications, standard operating procedures, reports, and budget preparation as required. Coordinate and assist in tours of the treatment facilities. Monitor the quality of water and identify changes that require adjustment to chemical levels. Investigate water quality problems in the distribution system. Operate and monitor plant SCADA system and make plant operational changes through the system: Review and understand plant performance trends; make flow adjustments to meet daily demands; interpret meter and gauge readings and test results to determine processing requirements; monitor gauges, meters and control panels; observe variations in operating conditions; maintain or adjust system flow and pressure requirements; control flows to meet consumer demands, including fire flow; calculate and adjust chemical flow rates and other operational parameters. Operate water treatment facilities (surface and groundwater) including urban runoff diversion system to control flow and processing of water in accordance with all appropriate state and federal regulations. Perform routine maintenance work on the filter plant facility: Perform filter backwashes; clean and calibrate water treatment equipment; empty and change chlorine tanks; and perform other related activities. Perform laboratory tests, including turbidity, chlorine residual, and pH testing. Perform proper laboratory techniques to collect samples that will accurately describe the physical, chemical, and biological attributes of untreated and finished water systems. Inspect plant equipment for proper performance; prepare related work orders to resolve performance problems. Provide customer service to consumers; enter information related to customer accounts into applicable database(s). Respond to emergency work requirements on a 24-hour basis. Read meters to determine and document chemical levels and water usage; determine and control proper chemical dosage rates for wellhead disinfection and distribution residual maintenance; maintain shift logs and records meter and gauge readings. Receive chemicals and ensure compliance with required security and safety procedures. Set expectations, assign duties, and observe and evaluate trainees. Establish and maintain effective working relationships with co-workers, customers, vendors, Board members, and the public. Perform other duties of a similar nature or level. Typical Qualifications

Education/Training/Experience

Equivalent to completion of the twelfth grade. Bachelor's degree from an accredited college with a major emphasis in engineering, chemistry or related field. Five (5) years of experience in the operation and maintenance of a water treatment plant. Three (3) years of supervisory experience. Licenses/Certifications - Required Conditions of Employment :

Possess and maintain a valid California Class C Driver License. Maintain an acceptable, safe, and active driving record, together with proof of insurability. Possess a Water Treatment Operator T5 certification as issued by the California State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). Possess a Water Distribution Operator D2 certification as issued by the SWRCB, DDW. Possess a Hazardous Waste Operations and Emergency Response (HAZWOPER) certification (24-Hour training course in compliance with OSHA regulations). Facial hair must be removed every day prior to the start of the shift to ensure a proper seal during negative and positive pressure tests (seal check) in accordance with the Authority's Respiratory Protection Program. Potential for exposure to chemicals typically found in a water treatment facility. Work around and with electrical equipment. Work around various types of animals and insects such as dogs, snakes, spiders, bees, rodents, etc. Working Hours :

Flex Schedule: Monday through Thursday 6:30 AM - 4:00 PM (9/80); Friday 6:30 AM - 3:00 PM, and every other Friday off or, as assigned by the supervisor. Other Conditions :It is important that incumbents in this position maintain a professional and businesslike image to the public at all times: A neat, clean and pressed appearance in clothing, hair and personal hygiene is important every day. Good judgment is expected in determining proper dress and appearance. All facial hair must be kept neat and trimmed. Health insurance: Option of Cigna HMO or Kaiser HMO for all full time employees and their dependents; employees share in a portion of the cost, not to exceed $35 per pay period. Vision, dental, and orthodontic insurance: Premiums 100% paid by the Authority for employees and dependents. Life insurance: Premiums 100% paid by the Authority for the employee. Optional dependent life insurance is offered at the employee's expense. Retirement: Membership in California Public Employees' Retirement System (CalPERS) with the retirement formula of 2.5% @ 55 for existing "classic" members and 2% @ 62 for "new" members. The Authority will contribute the equivalence of 24 hours of the employee's hourly rate into PARS 401(a) each fiscal year. Deferred compensation: Authority-matched employee contributions to a qualified 457 (Lincoln, National, and CalPERS) plan up to $1,500 made to the employee's 401(a) (PARS) plan. Paid Time Off (PTO): PTO is provided in lieu of traditional vacation and sick leave benefits. PTO is accrued based on years of service, beginning at 18 work days per year up to a maximum of 35 days. 48 hours of "floating" holidays to use each year. Retiree Healthcare: At age 55 with 15 years of service the Authority pays $700/month. The amount the Authority pays is prorated for 10-15 years of service. Payments cease after 10 years or upon reaching Medicare-eligible age. Additional benefits include tuition reimbursement, an Employee Assistance Program (EAP) and more.
