Job Summary

The position is responsible for the implementation, coordination, evaluation and planning of the Mental health component for the Health Equity Bureau (HEB) within the Preventative Health and Health Services (PHHS) Block Grant and other grant programs as provided by the state legislature, in collaboration with the Child and Family Division (CFH). The position will be housed in the Division of Health Equity Strategy and Innovation and will interface with other responsible areas for this work in the HEB including the Office of African American Health and Office of American Indian Health. As part of the PHHS Block Grant programming, t he position is responsible for implementing equitable access to mental health systems and services with help from community organizations, serve as the coordinating entity among different divisions and offices within MDH, provide guidance on the design and evaluation of mental health programming, and strengthen capacity to provide cultural and linguistic-appropriate service.

In collaboration with the Child and Family Division (CFH) and other offices within MDH:
  • Coordinate and support health equity-related mental health policy initiatives, to successfully implement effective initiatives to reduce health disparities in the communities most impacted, including but not limited to communities of color, American Indians, African Americans, immigrants and refugees, and LGBTQIA+ and other marginalized communities.
  • Offer technical expertise on mental health initiatives related to the PHHS Block Grant, providing strategic recommendations for interventions to reduce health disparities, supporting the design and development of programs, and enhancing internal capacity through guidance and training for leaders and decision-makers.
  • Monitor and track the impact of the programming and grantee activities.
  • Assist with strategic planning, report writing, presentation and other assistance for the PHHS Block Grant programming and other grant programs, including establishing goals for the programs.
  • Perform other duties as requested by MDH.

The expected end date for this position is February 28, 2027.

Qualifications

Minimum Qualifications

Three years or more of experience in a public health program performing the following duties:
  • Experience working with health inequities and equity-related mental health policy initiatives.
  • Strategic planning, coordination, and development of mental health programs.
Associate degree in public health, public affairs, business, or a related field may substitute for six (6) months of experience; Bachelor's degree may substitute for one (1) year of experience; Master's degree may substitute for eighteen (18) months of experience; Doctorate degree may substitute for two (2) years of experience.

Additional minimum qualifications to be assessed during the interview process:
  • Experience in data collection and interpretation, outcome analysis, and data visualization.
  • Translating technical information into plain language for variety of audiences.
  • Experience with strategic project management; including database management and evaluation.
  • Knowledge of and experience in eliminating health disparities and advancing health equity.
  • Knowledge of the PHHS Block Grant or mental health/behavioral health programming and communicating with diverse audience.
  • Demonstrated ability to be culturally competent and sensitive, including:
    • Proven experience to effectively work in a diverse work environment that is multi-cultural and multi-lingual.
    • Experience with racially and ethnically diverse coalitions or groups working to achieve a common agenda.
    • Demonstrated experience partnering with a minority-led organization.
    • Experience working with foreign-born populations and communities who do not speak English proficiently.
    • Ability to communicate and share information with populations with diverse learning styles and abilities.
